In an important development this week, the British foreign office announced: ?The UK opposes oil exploration within Virunga National Park, a World Heritage site listed by UNESCO as being ?in danger?.? This comes after London-based oil company SOCO International has been granted permission to conduct aerial surveys for oil exploration in Virunga, in the Democratic Republic of Congo (DRC).
The foreign office statement goes on: ?We have informed SOCO and urge the Government of DR Congo to fully respect the international conventions to which it is a signatory.?
?We remain committed to supporting UK companies in DRC and throughout the world. Foreign investment in sectors such as hydrocarbons and the extractive industries can play a vital role in boosting the development of DRC, lifting people out of poverty. Such investment needs to be done responsibly and sustainably, in compliance with local law and conforming to international standards.?
This statement follows the announcement at the weekend by the DRC Minister of Hydrocarbon, Crispin Atama Tabe that: "The DRC has the right to know what resources it has under the earth, even if it's in the park or the forest, anywhere."
It is currently against Congolese law to prospect or exploit minerals inside the country's national parks, but Atama Tabe said the legislation could be reviewed. As he explained:
"We're going to evaluate the quantity of the deposit. If it's very significant we'll compare the value of the park with the oil... We'll see whether we'll respect the park or not. It's up to us," he said - adding that exploration could take up to three years.
?Block 5?, which is 85% owned by SOCO, is part of the Albertine Graben, an area which has already attracted oil major Total in ?Block 3? in the north of the park.
Responding to the foreign office announcement, Dr Susanne Schmitt, head of our ?Green Heart of Africa? programme, says: ?WWF-UK welcomes the statement by the British government opposing SOCO International?s exploration for oil in Virunga National Park. Virunga is the jewel in the crown of Africa?s national parks and the home of the iconic mountain gorilla.
?No oil or mining development is allowed under the international World Heritage Convention. The DRC government must respect this convention, which is enshrined in its national laws. Moreover, the DRC government must put all oil development on halt, including any exploration activity by SOCO, until the EU-funded Strategic Environmental Assessment results are fully known.?
Not only is Virunga uniquely rich in wildlife, it?s also an important source of local livelihoods - 30,000 local people depend directly on the fish stocks of Lake Edward, which will be a drilling site for SOCO.
In a meeting of local community civil society organisations in North Kivu this week, their views were strongly expressed : "We are very concerned about the potential negative impact of oil development on our Lake Edward. We are depending on fish and the fresh water that this Lake gives us. We are depending on the unique ecosystem of the Lake. Oil development can lead to pollution, which would destroy its productivity."
World Heritage sites only cover 1% of the world?s surface area and should receive the highest form of protection. The world must speak out against the efforts by the DRC government and others around the world to undermine the status of these unique places.
Let?s be clear - if anybody would even consider demolishing the Acropolis in Greece there would be a global outcry. Isn?t it time we value our natural World Heritage just as much?

WASHINGTON ? The Cardinals (6-4, 1-1) suffered their first conference loss of 2012 on Saturday, dropping a tough 1-0 decision to No. 16 Susquehanna.? Patrick Fry netted the game-winner for the Crusaders in the 26th minute to help the Crusaders improve to 9-1 overall and 2-0 in the Landmark Conference.
CUA took the first two shots of the afternoon, which were both high, while Susquehanna made the most of its first attempt, with Fry taking a feed from David Trank and finding the back of the net for a 1-0 Crusaders lead.
A shot by Susquehanna's Andrew Hayes at the 27:42 mark was saved by Torsten Meuschke and Trank's shot two minutes later was high.
CUA was awarded a corner kick with six minutes to play until halftime, but the Cardinals were unable to get off a shot.
Early in the second, Mike Brennan took a shot for CUA, but his attempt went wide.

NEW YORK (Reuters) - The United States and its Gulf partners are looking to deepen cooperation on missile defense as tensions rise with Iran, and announcements could come soon on new purchases, U.S. officials said on Friday.
Secretary of State Hillary Clinton met with Gulf Cooperation Council (GCC) officials in New York as Washington seeks to boost regional defenses against perceived Iranian threats.
"Our aim is to help our Gulf partners with their defense needs ... there is a missile threat that they face, we want to help them face that threat as best they can," one senior U.S. official said, previewing the meeting for reporters.
"We've had expressions of interest from our partners in the Gulf in additional missile defense capabilities," the official said. "We hope that we will be having announcements in the near future regarding those expressions of interest."
The official declined to provide specifics on the plans with the GCC, a political and economic alliance linking Saudi Arabia, Kuwait, the United Arab Emirates, Qatar, Bahrain and Oman.
But Lockheed Martin Corp, the Pentagon's top supplier by sales, received an initial $1.96 billion contract in December for two of its Terminal High-Altitude Area Defense (THAAD) weapon systems for the United Arab Emirates, the first foreign sale of the system.
Lockheed has said other GCC members, including Saudi Arabia, have expressed interest. Other leading missile-defense contractors include Boeing Co, Raytheon and Northrop Grumman Corp.
Friday's talks reflect the increased tempo of U.S. efforts to put pressure on Tehran, which the United States and its allies say is seeking nuclear weapons capability under the cover of a civil program. Iran denies this, but has been hit with a series of international sanctions over its nuclear work.
SECURITY UMBRELLA
The United States has been working with Gulf states on a bilateral basis, not as a group, to boost the range of radar coverage and related capabilities across the Gulf for the earliest possible defense against any missiles fired by Iran.
The Pentagon said Defense Secretary Leon Panetta, who had planned to attend Friday's meeting along with White House Security Adviser Tom Donilon, was unable to make it due to bad weather in New York.
U.S. officials said the ultimate goal is a regional shield that can be coordinated with U.S. systems - parallel with Washington's drive to expand missile defense to protect NATO's European territory against ballistic missiles that could be fired by Iran.
The officials said expanded security cooperation with the Gulf is already bearing fruit and pointed to recent joint anti-mining exercises by the navies of 12 countries.
Iran has threatened to target U.S. interests in the Gulf, including military bases, and to block vital oil tanker routes in the Strait of Hormuz if it is attacked.
Plans for a joint missile shield in the Gulf have been on the table for some time, but progress has been slow due to unease among some GCC members about sharing data and where such a system would be commanded.
Individual Gulf states have acquired some advanced defense systems, including the latest versions of the Patriot Air and Missile Defense System. The United Arab Emirates has spent billions of dollars in recent years to protect its cities and oil infrastructure from missile attack.

BOSTON (AP) ? Massachusetts Gov. Deval Patrick said Thursday he expects criminal charges will be brought in an investigation of misconduct by a state lab chemist who admitted faking drug sample results, forging signatures and skipping proper procedures.
Speaking to reporters, Patrick said he shut down the drug lab soon after learning of admissions chemist Annie Dookhan made during an interview with state police at the end of August. The governor said he finds it troubling that Dookhan and her supervisors "did not seem to understand the gravity of this."
State police say Dookhan tested more than 60,000 drug samples covering 34,000 defendants during her nine years at the lab. She resigned in March during an internal investigation by the Department of Public Health, which ran the lab up until July 1, when state police took over as part of a state budget directive.
The scandal has thrown thousands of drug convictions into question. Already, judges have reduced bail and put sentences on hold in approximately 20 cases handled by Dookhan.
Dookhan's admissions were detailed in state police reports obtained Wednesday by The Associated Press.
When asked why Dookhan has not been arrested yet, Patrick referred to a criminal investigation being conducted by Attorney General Martha Coakley.
"I fully expect, and indeed I will say, I hope that there are charges, and I think that all of those who are accountable for the impact on individual cases need to be held accountable," Patrick said.
Coakley's spokesman, Brad Puffer, said the criminal investigation "remains active and ongoing."
"Our office provided the preliminary findings of our investigation to stakeholders so that immediate steps could be taken in the interest of justice," Puffer said.
Chemists who worked with Dookhan told investigators they had concerns about her work for several years, but they either convinced themselves they were invalid or reported them to supervisors who failed to intervene.
Dookhan admitted to investigators that she faked drug sample results for two to three years, according to the report.
Attorney Rosemary Scapicchio, who represents several defendants whose samples Dookhan handled, called for federal officials to take over the probe.
"I can't imagine she could have been this corrupt without someone noticing," she said. "The investigation needs to go deeper than Annie Dookhan to get to the point of 'How did she get away with it?'"
The state has created a central office to examine cases Dookhan was involved with and figure out how to deal with them.
After state police took over the lab they said they discovered her violations were much more extensive than previously believed and went beyond sloppiness into deliberate evidence mishandling.
Supervisors suspended Dookhan's lab duties in June 2011, when she was caught forging a colleague's initials on paperwork after taking 90 drug samples from evidence, according to police. But she told police later she disobeyed orders and continued to access an evidence database and give law enforcement officials information on their cases.
On Aug. 30, Gov. Deval Patrick ordered state police to close the lab.
That day, a police lieutenant spoke with Dookhan to tell her she should get an attorney because she could face criminal charges.
Dookhan cried on the phone. She said she was involved in a long divorce from her husband, didn't have money and didn't know any lawyers.
Anne Goldbach from Committee for Public Counsel Services, which oversees legal representation for indigents, said the interviews included in the police report show the problems at the now-closed Hinton State Laboratory are more troubling than originally believed. She said it appears there was unsupervised access to the evidence office and safe.
Goldbach said because Dookhan was in charge of quality control equipment, other chemists could have gotten false test results without knowing it.
"It calls into question all the testing done by the lab," she said.
Attorney John T. Martin said Wednesday that he noticed a pattern of suspicious behavior from Dookhan while looking over his clients' cases.
He said in four cases, Dookhan determined the weight of the drug sample was just 1 gram above the amount needed for a more serious penalty even though police reports made the seizure seem smaller.
Concerns from Dookhan's colleagues prompted two supervisors to audit her work in 2010, but they just looked at paperwork and didn't retest drug samples.
Things started to unravel in spring 2011 with the forging incident. A colleague told police it was "almost like Dookhan wanted to get caught."
One lab supervisor told police later that he believed Dookhan had a mental breakdown.
Dookhan told investigators several times in an August interview that she knew she had done wrong.
"I screwed up big time," she said, according to the report from investigators for Attorney General Martha Coakley's office. "I messed up bad. It's my fault. I don't want the lab to get in trouble."
Authorities haven't commented on Dookan's possible motives as their probe continues. She hasn't responded to repeated requests for comment.

MEXICO CITY (AP) ? Mexican officials say they have struck a major blow against a faction of the hyper-violent Zetas cartel, arresting one of the country's most-wanted drug traffickers, Ivan Velazquez Caballero, known as "El Taliban," and placing him on display in a Thursday morning press conference.
Velazquez Caballero allegedly has been fighting a bloody internal battle with top Zetas' leader Miguel Angel Trevino Morales, and officials have said the split was behind a recent surge in massacres and shootouts, particularly in northern Mexico.
Masked marines displayed the burly, handcuffed suspect alongside two alleged accomplices and a table of guns and other contraband seized during his arrest.
Velazquez Caballero is the third alleged cartel leader to be taken into custody this month. All are accused of leading factions of the Gulf Cartel or Zetas, former allies now feuding over valuable smuggling territory along the U.S. border. The alleged heads of the two main factions of the Gulf group, Mario Cardenas Guillen and Jorge Eduardo Costilla Sanchez, were also seized in Navy operations in northern Mexico.
In the waning months of President Felipe Calderon's presidency, the arrests add to the list of cartel figures taken out of action as part of his U.S.-backed strategy of removing the leadership of drug-smuggling organizations.
Calderon and the Obama administration say the strategy is working, but many independent groups say it has helped fuel a massive surge in violence nationwide by fracturing and destabilizing cartels and spawning deadly fights over territory.
The Zetas are one of Mexico's two most powerful cartels. The head of the other, Sinaloa cartel head Joaquin "El Chapo" Guzman, remains free, and there have been far fewer arrests of his associates.
Navy spokesman Jose Luis Vergara said marines acting on unspecified intelligence were conducting patrols in a neighborhood in the city of San Luis Potosi when they spotted a group of men leaving a house. When the men spotted the marines, they moved suspiciously back into the house, Vergara said, and marines followed, arresting Velazquez Caballero and two other men inside.
Also known as "Z-50," Velazquez Caballero has a 30 million peso ($2.3 million) reward on his head.
The arrest could calm some of the brutal violence that has hit northern states such as Zacatecas and San Luis Potosi in recent weeks, although Mexican officials said they believed fighting could restart in coming weeks or months as a fight begins for Velazquez Caballero's former territory.
On Sept. 14, eight men were found shot to death and one hanging from a bridge in Nuevo Laredo, territory officials say was traditionally controlled by Trevino Morales, alias "Z-40." Analysts say 14 bullet-ridden bodies stuffed in a van in mid-August in San Luis Potosi were men loyal to "El Taliban," and may have been left there as a warning by Trevino Morales' underlings.
Discussing recent fighting, a U.S. official in Mexico who could not be named for security reason said earlier this week that "I think right now the uptick that I'm seeing is between '40' and '50'," referring to Trevino Morales and Velazquez Caballero by their "Z'' aliases.
The Zetas cartel takes its name from a police radio code in which "Z'' means "commander," and a number refers to rank.
The official said Velazquez Caballero appeared to have formed an alliance of convenience with the Knights Templar cartel based in southern Michoacan state for his fight with Trevino Morales. A Mexican Navy official, speaking on condition of anonymity because of the sensitivity of the information, said Mexican officials had heard the reports of the alliance but had yet to confirm them.
Banners signed by various elements of the Zetas and hung from overpasses in several Mexican states appeared to confirm mutual hatred between Trevino Morales and Velazquez Caballero. In the obscenity-laden banners, the two accused each other of betraying fellow traffickers and preying on civilians.
The development could strengthen Trevino Morales, who shares allegedly leadership of the Zetas with Heriberto Lazcano, alias "El Lazca." Vergara said Velazquez Caballero had controlled drug-smuggling territory in the states of Zacatecas, Aguascalientes and parts of Guanajuato and Coahuila, and also commanded Zetas foot soldiers in the city of Monterrey. Velazquez Caballero was also described as the one-time financial head of the Zetas, with responsibility for the group's money laundering.
Vergara confirmed Velazquez Caballero had feuded with Trevino Morales, and said he had been seeking an alliance with the Gulf Cartel.
The U.S. official played down recent speculation that Trevino Morales and Lazcano had also fallen out.
"I'm not familiar with a fight between him (Trevino Morales) and Lazca," the official said. "I think he and Lazca ? Lazca is doing his thing and he is doing his, and they're still together from what I understand."
Lawmen and even competing drug capos picture Trevino as a brutal assassin who favors getting rid of foes by stuffing them into oil drums, dousing them with gasoline and setting them on fire, a practice known as a "guiso," a Spanish word for "stew."
The Zetas are already considered the hemisphere's most violent criminal organization. They have been blamed for a large share of the tens of thousands of deaths in Mexico's war on drugs, though other gangs also have repeatedly committed mass slayings.
Running gun battles between Navy personnel and gunmen broke out late Wednesday in the border city of Piedras Negras, across the border from Eagle Pass, Texas.
Officials in the border state of Coahuila confirmed the shootouts, and state security spokesman Sergio Cisbeles said the confrontation was serious, but he could not immediately confirm whether there anyone was wounded or dead.
The Zetas have been known to be active in Coahuila state, but it was unclear whether the confrontations in Piedras Negras were related in any way to the capture of Velazquez Caballero.

LAGOS, Nigeria (AP) ? In a film recently made in Nigeria, a man stops a beautiful woman, suavely trying to get her to talk to him. Instead she pouts her lips and looks down at her hands, barely able to hold all of the BlackBerry phones she owns.
"If you really want to talk to me, get me a BlackBerry Bold 3 ... then and only then, you can talk to me," the woman says in the now-infamous Nollywood film "BlackBerry Babes," which follows the hijinks of beautiful women in short skirts manipulating their way to getting new mobile phones.
For troubled BlackBerry-maker Research In Motion Ltd., the stilted dialogue in Nigerian English sounds like money in the bank. The mobile phones made by RIM hold the dominant market share in both Nigeria and South Africa, two of the biggest economies on the African continent. Now opening an office in Nigeria, RIM hopes to hold onto that African advantage as its sales in Western nations tumble, company officials say.
"This is one of the fastest growing mobile markets in the world," said Robert Bose, RIM's regional managing director for the Middle East and Africa.
In Nigeria, two out of four smartphones are BlackBerry models, company officials said Tuesday during a news conference in Lagos, citing market research. The number of Nigeria smartphone users is expected to grow from 4 million at the end of 2011 to 25 million at the end of 2016, according to forecasts by Informa Telecoms & Media.
How Nigeria became enthralled with BlackBerry begins with the collapse of its state-run telephone company. Fixed, landline telephone numbers now barely exist in Africa's most populous nation with more than 160 million people. Mobile phones now fill that void, with those who can afford it often carrying two or three handsets as networks routinely drop calls. And as the nation's power supply remains erratic at best and people work a variety of jobs, the hard-keyed BlackBerry fills the void left by the absence of functional offices.
The phones' prices also make ownership a sign of status as well in a nation where most earn less than $2 a day. Business partners routinely communicate over BlackBerry's message service and the young incessantly share their gossip.
"I think people equate having a BlackBerry to a certain level of success," Bose said.
For some, BlackBerry remains the only constant means of accessing the Internet, while 94 percent of phone owners regularly use its messaging service, the officials said.
The Nigerian and African experience for RIM comes as the mobile phone manufacturer faces tougher times elsewhere. RIM's software is still focused on email, and is less user-friendly and agile than iPhone or Android. The company's attempts at touch screens largely failed and its applications lag behind its competitors.
RIM's U.S. share of the smartphone market dropped from 44 percent in 2009 to 10 percent in 2011 according to market researcher NPD Group. The company still has 78 million active subscribers worldwide.
"There's been a tectonic shift" away from hard key BlackBerry phones in North America to touch screen phones, Bose said. To halt a similar march here, Bose and others announced they will open an office in Lagos, as well as set up operations around the country to allow users to come in and update their phones' software for free. The company also has plans to offer applications for sale by having mobile phone carriers bill the user, rather than require credit cards, said Waldi Wepener, RIM's regional director for East, Central and West Africa.
Yet challenges remain. In Nigeria, the government currently faces a growing threat from a radical Islamist sect and secret police routinely watch and harass opposition leaders and journalists. Bose repeatedly declined to say whether Nigeria had asked for access to information from BlackBerry or demanded servers be set up in the country to monitor traffic. Other nations in the past have made similar demands of RIM. Some messages may still be encrypted, so it's not clear what nations could pull from it.
For now, though, RIM hopes to continue ride on its wave of popularity in Africa. And for the film "BlackBerry Babes," Bose simply said: "We're actually flattered by it."

NEW YORK (TheWrap.com) - "Something has clearly gone wrong," Jon Cryer said as he accepted his award for Outstanding Lead Actor in a Comedy Series.
He was modestly referring to the debatable decision to choose him over comic geniuses like Larry David and Louis C.K. But he could easily have been talking about the entire Emmys telecast.
It was hideous. Television had a very good year, and this was not the show it deserved.
But hey: If the television academy truly thinks Cryer is funnier on "Two and a Half Men" than any of his competitors (who included Don Cheadle, Alec Baldwin and Jim Parsons), then this was exactly the kind of show they deserved.
The show did have plenty of drama, in the form of a few wins that strained believability.
Voters denied "Mad Men" what would have been a record-setting fifth-consecutive Emmy for Outstanding Drama Series, piling prizes on "Homeland" instead. That wasn't a crazy decision, but it was debatable given a stunning year for both "Mad Men" and its AMC neighbor, "Breaking Bad."
Perhaps the Emmys were bound to have an off year, after the last two telecasts were entertaining. "Mad Men" wasn't the only one Sunday to have a streak broken.
Among the first talents wasted during the ceremony were those of Amy Poehler and C.K., who noted as they handed out the night's first award that they could set the tone. (The joke was that C.K. seemed totally uninterested, which he probably was.)
But the tone had already been set with a bad opening skit: It featured host Jimmy Kimmel getting Botox, and actresses punching him until his face went back to normal.
Kimmel won back some goodwill with his monologue, but it wasn't as funny as his typical monologue on "Jimmy Kimmel Live." And he lost almost all of that goodwill with a series of routines throughout the show that put all of the focus on him.
It might have seemed a good bet that he would be funnier than most people in the room, given how good he is on his own show. But his bits fell flat again and again, including one in which he had his parents ejected from the theater, with help from "30 Rock" star Tracy Morgan.
He also tried to pull a prank on people who were on Twitter but not watching the show, by getting viewers to tweet that Morgan had collapsed. Like many of the jokes on the show, it was a one-joke premise - and Morgan, lying inert on the stage, was in no position to punch it up.
But that joke wasn't as dead as one in which Kimmel staged an "In Memoriam" to himself. We got it: He was still alive. But showing clip after clip didn't heighten the joke, just repeated it.
Not that the real "In Memoriam" was that much better. Ron Howard delivered a nice tribute to Andy Griffith before it began.
But did Griffith really stand so far above the other entertainment icons who died this year that it made sense to single him out? Like Kimmel's bit, it diminished the impact of the rest of the segment.
The tone was so off throughout the night that the funniest moment may have been a sketch featuring the murder of Don Knotts, who died for real in 2006. A sketch about "The Breaking Bad Show" imagined the AMC meth drama set in Andy Griffith's black-and-white Mayberry.
A few winners and presenters did get laughs. Jimmy Fallon and Stephen Colbert held Jon Stewart by the legs to try to keep him from reaching the stage to collect the umpteenth award for "The Daily Show." Poehler and Julia Louis-Dreyfus staged a clever routine in which Louis-Dreyfus - accepting the award for Outstanding Actress in a Comedy Series - read Poehler's speech instead of her own. And Jon Hamm and Tina Fey had a fun bit about Fey forgetting her glasses.
Many of the winners delivered speeches that sounded heartfelt, notably Cryer, "Breaking Bad's" Aaron Paul and "Modern Family's" Eric Stonestreet.
Other than that, there was much too much wrong.
